Limiting movement within the EU? | Brief

In Germany, freedom of movement can be limited even for EU citizens, for reasons regarding public order and security. When it comes to controlling the flow of migrants and asylum seekers arriving from outside the EU, could it ultimately become necessary to call into question the freedom of movement for everyone but the citizens of a country in order to secure the frontiers? If so, could passport controls be reinstated? The economic free flow of goods and freedom of trade and commerce would, of course, be maintained.
