The above phrase, meaning “Man is a wolf towards men,” was made popular by adherents of Thomas Hobbes who linked the sentence to states in conflict. But in political philosophy, the simili is generally interpreted more broadly: as men in politics or the economy challenging other people. Oftentimes, this human reflex is counter-productive. In politics, the sometimes manifest tendency of people to act in opposition to the adherence to values and laws, where those are bent or disregarded, puts into question the social contract. That is why legalism, the fight against corruption, ethical management and good governance are promoted by the majority of state administrations, regional regimes, the United Nations, and civil society.
